Russian Disinformation Networks Intensify Pressure on Armenia Ahead of 2026 Elections

Russia has developed a broad toolkit of influence methods across the post-Soviet space, combining propaganda, institutional cooptation, illicit political finance, and cyber disruption. In Armenia, these tools are deployed with particular intensity, given the country's strategic pivot away from Moscow. ECIPE's analysis documents how hybrid warfare methods are used to sustain Russian leverage over Armenian political life.

According to a policy brief by the Institute for Human Rights, foreign influence operations in Armenia encompass electoral engineering, coercion, and cyber disruption, with Russia identified as the primary source of these threats ahead of the June 2026 elections.

One of the more striking findings concerns the role of a Turkish-based actor in a Russian influence operation. NewsGuard's investigation identified Okay Deprem, a self-described journalist who has promoted Kremlin narratives, as generating approximately 40 percent of the claims in a major Russian influence operation aimed at discrediting Armenia's Western-leaning prime minister.

Those claims were amplified by pro-Kremlin users on X, accumulating 4.2 million views over four months, and were further spread through the social media accounts of 11 major news outlets in Georgia and articles published on two news sites in Azerbaijan, according to NewsGuard. This cross-border network illustrates how Russian operations exploit regional media ecosystems beyond Armenia's borders.

As Armenia's elections approach, the disinformation toolkit has expanded to include synthetic media. EUvsDisinfo flagged a deepfake falsely claiming that Russia was preparing a special military operation against Armenia - a fabricated narrative designed to sow confusion and fear among Armenian audiences.

Pro-Kremlin messaging in the pre-election period has also become increasingly narrative-driven, moving beyond simple falsehoods toward more sophisticated framing, as EUvsDisinfo has noted. A large-scale coordinated campaign targeting Armenia's elections has been documented, with pro-Kremlin actors sustaining pressure over several months.

Analysts and civil society organizations stress that countering these operations requires more than fact-checking. The IPHR policy brief calls for systemic measures to build democratic resilience in Armenia ahead of the 2026 elections, including stronger regulatory frameworks, media literacy initiatives, and international cooperation.

ECIPE's research similarly underscores that Russia's influence campaign in Armenia is not a temporary phenomenon but a sustained strategic effort, requiring long-term institutional responses rather than ad hoc reactions.
