AI Shield · Project pitch

Information resilience for Armenia.

A Polish-Armenian initiative defending Armenia's European turn against AI-powered information operations.

ASOIA · 2026-2027 · CSIN × AIISA

01 · The problem

A European turn under attack.

Armenia chose the European road, and became the target of coordinated, AI-powered information operations with an eight-month lead time before a defining election. Only 18% of Armenians can identify a fabricated story. No actor inside the country proactively analyses these campaigns.

02 · Why now

An eight-month window.

March 2025, parliament passes the EU Integration Act. June 2026 - a defining parliamentary election. The capacity has to exist before the vote, not after it.

03 · The insight

Fact-checking isn't enough.

Fact-checking verifies single claims. Operations analysis maps the whole campaign, who runs it, with what narratives, towards what political end. Poland made exactly this journey, from target to exporter of resilience, 2014-2026. It transfers.

04 · The solution

Two tracks. One cascade.

AI Shield trains 12-15 Armenian analysts as trainers (Track A), who then train 30-36 media and CSO staff themselves (Track B) - without us in the room. If AIISA can train the next cohort alone, the capacity is real.

05 · How it works

Twelve months. Four activities.

  • -Diagnose, map the Armenian disinformation landscape.
  • -Train the trainers, 54 hours, from AI-powered OSINT to deepfake detection.
  • -Autonomous workshops, AIISA delivers; CSIN mentors online only.
  • -Open products, Toolkit (PL/EN/AM), analytical report, expert panel.

06 · The team

Practitioners, not consultants.

CSIN brings AI methodology and Poland's resilience experience; AIISA brings security expertise and Armenia's network. Jędrzej Błaszczak, Karolina Grigoryan and Adrian Misiak (CSIN, Gliwice) · Styopa Safaryan and the AIISA analytical team (Yerevan).

07 · Track record

A foundation of trust.

  • -AIISA, Visegrad Fund 2023, NATO SPS 'Guardian AI', a decade of NED partnership.
  • -CSIN, applied-AI training; 1,500+ people trained across Polish public-sector programmes.
  • -Poland, a decade of information-resilience practice, 2014-2026.

08 · Outcomes

Counted, not declared.

  • -12-15 certified analysts publishing their own reports.
  • -An open Toolkit, Polish, English, Armenian · CC BY-NC 4.0.
  • -An analytical report to Armenia's MFA, parliament and the EU Delegation.
  • -Measured competency gains of +25-30%.

09 · The bigger play

The first joint project. Not the last.

  • -A joint CSIN-AIISA application to NATO SPS in 2027.
  • -Regional replication, Georgia, Moldova, Ukraine, via the English Toolkit.
  • -'AI Shield Georgia' as the next step.
